I would like my client to be able to "activate" and "de-activate pages. I thought if she had the ability to highlight a link to the page and then put it into HTML comment (<!-- --> tags and remove the tags, within the WYSIWYG screen, I could create pages for her to add content that she could then turn "on" an "off". Is this a possibility?

I'm not sure I understand exactly what you are proposing. At the moment, it is not possible to add/remove HTML comments using the wysiwyg editor. (They can do it manually using the "html edit"mode of the editor, though.)

Just looking for a way for my client (who isn't HTML savvy) to activate and de-activate pages as needed.
