I have an Apache test server with php installed on my PC. Is it possible to install SnippetMaster on that for testing?

Yes, you should be able to install Snippetmaster wherever you desire, as long as it has the minimum requirements. (ie: web server, php 4.3 or higher, ioncube or zend.)

I'm running MAMP on Mac OS 10.4.11, and I downloaded Zend Optimizer, but don't know what to do with that. I'd like to test this on my local machine if possible.

You need to have either Zend Optimizer or Ioncube loaders working on your server, so that the encrypted Snippetmaster files can be run.
