Can I use Snippet to view and modify PhP webpages? Thanks.

yes and no.

The editor will load any text page for editing... but it will not work with PHP code itself.

If your web page contains PHP code, then you should use the Snippet Tags feature to specifically mark only certain regions of your HTML code as editable:
