Exclude Files Under Root For a Specific User

Greetings,

I setup a User that is allowed to edit a web page, upload a PDF file to a particular directory I set in "Upload Groups"
But when the User has to link to file that he uploaded ex.  Dir  - root/pdf/ot    He sees all files under root and all files under
root/pdf along with of course access to the ot directory under pdf.

What I would like is for him to see only files under root/pdf/ot...

I set up his List Group as follows:

File Explorer: Use list: Include: pdf (next line) ot

Editor Image Browser: Use List: Include:  (left blank)

Editor Link Browser: Use List: Include: pdf (next line) ot

Any help would be appreciated.
