By default a user is dropped into the root directory when browsing in the wysiwyg editor to add a link or an image. Is it possible to limit a user's browsing to their upload directory when browsing to add an image or a link?

Yes, you can easily do this by doing the following:
1) Change the user's "starting folder" and "starting url" (in Users tab of admin area) to whatever folder you want them to "start" in.
2) Use the "List Groups" tab to create groups of folders you want to exclude or include, and then assign the desired List Group to the user.
That should do it for you.

I had the user's "starting folder" and "starting url" set, but overlooked the settings in "List Groups" - thanks for the tip!
