I have installed SnippetMaster twice. I have checked and verified that Zend Optimizer is installed and working properly. I can create Users and view the User List but the only List , Upload, and Editor Groups are the default ones (List Group 1, Upload Group 1, Editor Groups 1 and Basic) and I cannot create any others. When I click on the link to go to List, Upload, or Editor Groups I get the standard error message from the server that the URL is wrong. When I click on the Upload link I get the error message: "There are no upload locations defined for this Upload Group". I am using the PRO version of Snippet Master.

Can you send me your Snippetmaster login info, and exact steps to recreate the problem, and I'll login and take a look?

The error message you are seeing is not a "404 page not found" error. It is a "something is unacceptable" error... and to make things more difficult, it looks like the owner of your website has created a custom page so that it blocks the exact 'type' of error.
I suspect it might be a "405 - Method not allowed" error.. which is usually because your web hosting provider is somehow blocking the page to run.
(I know for fact it's not a 404 page not found error, because it "finds" the admin.php page perfectly fine. And the different tabs merely call the same page.)
You need to give this to your web hosting provider and ask them to check the web server logs to find out why they are blocking the page to run.

Let me know how it goes.
It's likely your web host is doing some kind of "security" filtering or something... there is nothing in the admin pages that should trigger this, but their web server logs should show why they are blocking the page from running properly.

My web host claims that they are not blocking the file. Following is their reply:
"This is a custom software error, it is created by the web application, not a web application firewall. That is to say, something is wrong in your web application which causes this error. It is not being blocked by the webserver.
Most likely it is related to file permissions or data corruption in a file or database. The admin.php file serving the page is clearly a skeleton page which reads the content of other files or from a database and displays it. The url http://sclions32c.org/snippetmaster/admin.php?page=general clearly suggest that it should obtain the data for the page "general" from it's databank. This is where I believe the error occurs and is as previously stated not related to the webserver blocking the script, but rather due to missing files, incorrect file paths, file or directory permissions or data corruption."
The web site has been modified to show the correct error codes now and it shows a "HTTP 404 Not Found" error when clicking on the LIST GROUPS, UPLOAD GROUPS, or EDITOR GROUPS tags.
