Development license?

How can I do local development and then upload to the actual domain? Do I need a separate license for "localhost?"

I've been trying to test it locally but just generating the "copyright violation" page that says I'll be investigated for copyright violation.

Good question.  Usually, people just email me the local domain they're using and I send the the license.. but here's a few that might help:
