I 100% deleted ver 2.0.6 Beta and did a New install of 2.0.7.1 Beta
I deleted the "snippetmaster" folder and all it's subfolders from server. 100% removed ver 2.0.6.
Note: db folder is located at default location snippetmaster/snippet-db (same as where 2.0.6 was located)

Set up 2.0.7.1 exactly same as ver 2.0.6 (Users , passwords......)
I did NOT delete the  htm files that have the Snippet tags at the same folders they were in 2.0.6.

When a User logs into his admin, the old (2.0.6) Snippet content displayed in the editor!
How did that happen? Question
Am I correct that all Snippet content is written to the snippet-db folder?

"The snippet "content" is stored in the html file that is being edited.  (not in the database)"
I did not overwrite the files with Snippet tags outside the snippetmaster folder. That is why the content displayed.

The example files (your example files) with snippet tags within the snippetmaster folder.
I ftp these before running the install, so I am starting from "0"
