From reading the site, I know you must have the following

UNIX / Linux Web Server (such as RedHat Linux, Cobalt RaQ III, etc)
PHP4 (register_globals must be on)
IE 5.5 sp1 or higher (javascript must be enabled) - Click here to download
Ability to change file/folder permissions

However I am just wondering are there any plans to implement Netscape/Opera support?

There are no plans at this time.  This is because the editor uses DHTML components that are built-in to the Internet Explorer browser and are not available for the other browsers.   Confused

The only way to make SnippetMaster cross-browser compatible is to have the editor in java or something like that..
