Create new page from template

I have seen the post from Artisan and can say thet the facility for a customer/user to be able to populate a template would solve a lot of problems for me. I do not want customers to be able to "freestyle" pages and wreck the look of a web site but the ability to provide them with a template to be filled would be great.

Has any progress been made on creating a new page, or at least being able to open an existing template page and doing a file/save as?  I am bidding on a project and they have to be able to add and delete landing pages for their PPC campaigns.  I can create a bunch of dummy pages for them to use but it hurts the SEO a bit when the page cannot be named something similar to the content of the page.
